Cook pasta according to package directions. Drain & set aside. Meanwhile, in a large saucepan, cook beef onion, green pepper & garlic until meat is browned; drain. Stir in undrained tomatoes, tomato sauce, tomato paste, undrained mushrooms, water, & spices. Bring to boiling & reduce heat. Cover & simmer 30 minutes, stirring occasionally. Stir in pasta.
Turn 1/2 of meat mixture into a 3 qt casserole dish or 13x9 baking dish. Layer 1/2 of mozzarella on top. Top with remaining meat mixture & sprinkle with parmesan. Cover with foil & bake at 350 degrees for 35 minutes. Remove foil & sprinkle with remaining mozzarella. Bake 5 more minutes.
