Preparation
Combine grd beef, half and half, oatmeal, egg sub., onion pwdr., garlic pwdr., chili pwdr., and pepper in medium bowl; mix well. Line baking sheet with foil and spray with cooking spray. Shape meat mixture into 1-in balls and arrange in single layer on baking sheet. Cover and refrigerate meatballs at least 1 hour but no longer 8 hours.
When ready to serve, preheat oven to 350 F. Pour barbecue sauce over meatballs and bake 35 - 45 mins.
