in nonstick skillet, heat the oil. Add the onion, pepper and garlic; cook, stirring as needed until softened, about 5 minutes.
Add the tomatoes, chicken and vinegar, bring to a boil. Reduce the heat and simmer, covered until the chicken is cooked through, 5-6 minutes.
Meanwhile, cook the penne according to package directions. Drain and place in a serving bowl. Add the chicken mixture; toss to combine. Serve, sprinkled with the cheese.
