Preheat oven to 375 degrees.
Make 8 foil packets and place on cookie sheet.
Mix carrots with 1 cup of the dressing.
Bake carrots in foil packets for 15 minutes.
Place 1/2 cup of rice in each foil packet.
Top with salmon filets.
Mix remaining dressing with tomatoes and spoon over filets evenly.
Bake an additional 15 minutes or until salmon flakes easily with fork.
