1. Heat oil and butter in large skillet until hot. Add beef strips and basil, cook and stir 2-3 minutes or until beef is browned
2. Stir in water and vinegar. Add vegetables and pasta, mix well. Bring to boil. Reduce heat to medium and simmer covered 4 minutes, stirring once.
3. Add tomatoes, cook covered 1 minute or until heated through.
4. To serve spoon mixture onto serving platter. Garnish with cilantro
