1. To make dressing - whisk together vinegar, soy, mirin, ginger, sesame oil, crushed red pepper in small bowl until blended, set aside.
2. Spray a large nonstick skillet with nonstick spray and set over medium-high heat. Add chicken and cook, turning occassionally, until cooked through, about 8 min.
3. Combine broccoli, bell pepper, cilantro, carrot and scallions in large bowl; add dressing and toss well to coat.
4. Add chicken to broccoli mixture and toss. Divide salad among 4 plates and serve with sprinkled cashews.
