1. place flour in sauce pan. Gradually ad milk, stirring with whisk until blended. Place over medium heat, and cook until mixture is slightly thick, stirring constantly. Graduallly stir about 1/4 of hot milk mixture into egg. Add to remaining milk mixture, cook until thick, stirring constantly. Remove from heat, and stir in parsley, basil, and garlic.
2. Combine sauce and pasta in a bowl; toss gently to coat. Add thawed vegetables and remaining ingredients, and toss gently. 4 servings
