Heat the oil in a pan and dredge the beef in flour. Brown the beef in the oil inn stages . Do not crowd the pan. When browned remove the beef and set aside. Add the remaining beef to the pan and repeat the previous procedure.
To the pan add the onion, and the beef. Add the seasoning packets, the potatoes and the carrots. Add water to just to the top of the vegetables. Bring to a simmer for 1 1/2 to 3 hours, depending on tenderness of the meat and potatoes. add the green beans towards the last 30 minutes of cooking.
