Combine meat, cabbage, onions, ginger, 2 teaspoons soy sauce and salt. Shape into balls. Heat pressure cooker. Add oil, brown meat balls on all sides.
Add water and 1 teaspoons of soy sauce. Close cover securely. Place pressure regulator on vent pipe and cook 5 minutes with pressure regulator rocking slowly. Cool cooker at once. If desired, thicken gravy with cornstarch dissolved in water.
