Pre-Heat the oven 350*
Sift flour, baking soda, cinnamon, and nutmeg into a large bowl. Stir in sugar and mix in the oil. Beat in the eggs one at a time. Mix in carrots. Pour into 2 greased and floured 9" cake pans. Bake for 25 - 30 minutes, or until cake pulls away from sides of the pan slightly.
