Some cook's are "purists" who want everything fresh. I have found no appreciable difference between fresh pearl onions (lots of work to prep) and frozen, so now I use frozen.

Ingredients
2 8 oz Bags frozen pearl onions
1/4 cup Butter
1/4 cup Flour
1/2 cup Milk
Salt & pepper to taste
Preparation
1. Melt butter in a large sauce pan.
2. Add salt & pepper.
3. Whisk in flour.
4. Wisk in milk and stir constantly until a thick rue is formed. Set aside.
5. Boil or steam onions (I prefer steam so the onions don't become mushy)
6. Add onions to rue, mix and serve immediately.

The quality of butter will influence the taste greatly.
