Whisk flour, egg and full cream milk until smooth, set aside.
Spray a medium casserole dish with oil.
Layer potato and zucchini.
Sprinkle some salt and the garlic over the veges.
Cover fish with 1/2 the breadcrumbs and lemon pepper seasoning and place the fish on top of the veges in the centre.
Spray generously with oil.
Pour the egg, flour and milk mixture over the fish and vegetables.
Sprinkle the cheese on top, then sprinkle the rest of the breadcrumbs on top;
Spray with the oil genrously.
Pour the skim milk on top and re spray.
Cook in a HOT oven for 30 minutes.
