1. Mix onion, celery, garlic and broth in a 51/2-qt or larger slow-cooker.
2. Rub drumsticks with paprika, salt and pepper. Add to cooker along with the sausage.
3. Cover and cook on low 7 to 8 hours, or until chicken is tender. Remove drumsticks to a large plate and cover to keep warm.
4. Add pepper strips to cooker. Cover and cook 15 minutes, or until peppers are tender. Serve over cooked rice, sprinkle servings with scallions.
