Sauce: Combine all ingredients in a saucepan over high heat. Bring to a boil. Lower the heat and simmer for 5 minutes.
Fish:
Sprinkle the pepper on the fish to season it and place the fish on a grill heated over high heat or on a broiler pan heated on high heat and coated with cooking spray. c'ook on one side for 4 minutes. Turn the fish and brush with the sauce. Cook on the other side for 3 minutes or until the fish flakes easily. Brush with sauce and serve.
