1. Mix all spices and garlic into a bowl and several drops of lemon juice. You may cover the fish and refrigerate overnight to allow the fish to soak in the marinade, or use a crockpot. For quicker meals thaw fish and slice into 1/4s or 1/2s. Dip the fish into the milk and then flour and then cover in the spice mixture.
2. Preheat the oven to 350 degrees F (175 degrees C).
3. If baking the fish, layer the bottom of the 9x13 inch baking dish with cheese slices. Then pour broccoli florets along the outer edge of the dish. Place the fish along with the olive oil, garlic, and onion in the middle until that layer is filled. Put another layer of cheese slices and broccoli (this time on the whole layer). Place the rest of the fish over the broccoli. Put the last layer of cheese slices on top of the fish. Then sprinkle garlic, basil, parsley, Mrs. Dash steak, Mrs. Dash Garlic and Herb on top. Place lemons at the very top.
4. Bake at 350 degrees F (175 degrees F) for 40-50 minutes.
