In a dutch oven roasting pan, on med-high heat sear Beef Stew meat in 1 tsp oil until browned. Reduce heat, To the meat add flour and coat until all meat is covered. Next add the onions, stewed tomatoes, celery, carrots, water and garlic. Cover and simmer for 15 minutes. Add the potatoes last and cover, stirring occasionally for 30 minutes until carrots and potatoes are soft. Voiala!
