Heat the oil in a large pan over medium heat. Cook the onion for 5-7 minutes, or until soft.
Add the garlic, chilies, and oregano. Cook for a few seconds, or until garlic is just beginning to color. Add the cabbage, beans and stock. Season with salt and pepper.
Bring to a boil, then cover, and simmer for 7-10 minutes, or until the cabbage is just tender.
Sprinkle with the cilantro just before serving.
