Brown the ground beef, onions and peppers in a large skillet or you could use Ground chicken or even chicken breast cut into strips like a stir-fry. I use 90% lean ground beef for low-fat cooking. Drain. Add the water and the seasoning mix and simmer according to the instructions on the package.
While that is cooking, combine all of the remaining ingredients in a large mixing bowl except the tortilla chips, 1/2 jar of salsa, 1/2 cup fat free cheddar cheese and 1/4 cup of sour cream to top. Toss together thoroughly. Add the meat mixture right before serving. Top with the remaining salsa and sour cream and serve on a bed of tortilla chips if desired.
