In a large bowl, sift together the flours, baking powder, baking soda and salt. Stir in the cheese, garlic and chives. With a pastry blender, cut in the butter until the mixture resembles coarse cornmeal. Stir in the milk and fold together until just incorporated. Do not over mix. Using a tablespoon drop biscuits onto a cookie sheet. Sprinkle with paprika. Bake for 12 to 15 minutes or until golden brown. Serve hot from the oven.
