Heat oil in a large heavy pot. Add the onions (green & white), garlic, bell peppers,
2 tsp of salt and 1tsp of the cayenne pepper. Stir and brown the vegetables for about 20 min. or until they reach a dark caramelized color. Add sausage and continue to brown, stirring and scraping the bottom and sides of the pot to loosen any browned particles, cooking for about 15 min. Season chicken with remaining salt and cayenne. Add to the pot with the bay leaves. Add rice and stir for 20 minutes add water, stir, and cover. Cook for 30-35 min, or until rice is tender and the liquid has been absorbed.
