This is a snack eaten throughout India by the rich and poor. Making fritters is a popular pastime during the rainy season when everyone is indoors.

Ingredients
2 cups Chickpea flour
1 Fresh green chili, seeded & sliced
1 Large onion, chopped
1 tsp Cumin seeds
1/2 tsp Cayenne pepper
Salt to taste
2 tsp Garam masala, powdered
1/2 tsp Baking powder
1/2 to 3/4 cup Cold water
2 cups Oil for frying
Mint OR cilantro leaves, chopped (few sprigs)
Preparation
1. In a deep bowl, combine all the ingredients except the water and oil for frying.
2. Start mixing with a fork or your hand; add water slowly until you have a thick paste.
3. Heat 2 cups of oil in a wok or a deep pan.
4. Drop the batter by the tbsp in the oil bit by bit, forming them into fritters.
5. When they are lightly browned, turn them over with a frying spoon and let them cook properly; do not overcook.
6. Drain the fritters on a paper towel.
Serve hot with chutney.

Cook's Notes
This recipe is the basic one on which variations can be made. Any raw veggie -- sliced onions, round slices of raw potatoes, cubed eggplant, thinly sliced cauliflower, chopped spinach, or chopped green chilies -- can be dipped in the basic batter and fried.
